An enactment that requires the Minister of Fisheries and Oceans to develop a federal framework on the conservation of fish stocks and management of pinnipeds was put forward as a Private Members Bill to the House of Commons in Ottawa by Newfoundland and Labrador MP Clifford Small, Coast of Bays—Central—Notre Dame. The framework would include such mandates to promote the conservation and protection of marine ecosystems and provide for yearly pinniped censuses to be conducted; regulate the management and control of pinniped populations to establish acceptable levels for pinniped species.
